Scope
GitHub Actions workflow triggered on PRs (and pushes to main) that builds the Worker Go module.
Run go vet/lint and any unit tests.
Fail the workflow (and thus block merge, given the branch ruleset) on any failure.
Acceptance criteria
Opening a PR triggers the workflow; a broken build/lint/test fails the check.
