Bootstrap Go module + Cloudflare Worker build tooling #1

Context

Part of the bootstrap work for JMR-dev/LibreMail#11. This repo has no code yet — this ticket stands up the basic Go/Worker build so later tickets have somewhere to put code.

Scope

  • Initialize the Go module for the Worker.
  • Pick and wire up the build path to Cloudflare Workers (e.g. TinyGo-to-Wasm, or another supported Go-on-Workers approach) — document the choice and why.
  • wrangler (or equivalent) config for local dev, matching the eventual Pulumi-managed Worker name/routes.
  • A local dev workflow: run the Worker locally, hit it with a sample request, see a response.
  • Basic README section documenting how to build/run locally.

Acceptance criteria

  • A trivial "hello world" Worker builds and runs locally via the documented workflow.
  • README documents the exact commands to build and run locally.
