Implements the scheduling requirement of JMR-dev/LibreMail#35: "Every Friday at 5pm, any issues not removed will be automatically submitted as GitHub issues."
Scope
Cloudflare Cron Trigger scheduled for Friday 17:00 America/Chicago, correctly handling the CST/CDT DST transition.
On trigger, list all pending reports via #10's query.
Acceptance criteria
The trigger fires at 17:00 Central on Fridays year-round (verify behavior across a DST boundary, e.g. by unit-testing the cron/timezone conversion rather than waiting for a real DST change).
