Implements the manual removal requirement from JMR-dev/LibreMail#35: "a manual review/removal path so a maintainer can delete a report before Friday, preventing publication of PII-laden reports."
Scope
An authenticated path (endpoint or equivalent) for a maintainer to list pending reports and delete/mark-removed a specific one.
Authentication/authorization appropriate for a single-maintainer tool (e.g. a shared secret or Cloudflare Access) — document the choice.
Acceptance criteria
A maintainer can list pending reports and remove one; a removed report is excluded from the next weekly publish run (#13).
