## Context
Spec: "Every Friday at 5pm, any issues not removed will be automatically submitted as
GitHub issues to the project."
## Scope
- [ ] Scheduled job (Cloudflare Cron Trigger, Friday 17:00 — define the timezone) that lists
un-removed reports in R2.
- [ ] For each: decrypt, format, and create a GitHub issue in this repo via the API
(labeled, with de-duplication).
- [ ] Mark/move processed reports so they aren't re-published next week.
- [ ] A manual review/removal path so a maintainer can delete a report **before** Friday,
preventing publication of PII-laden reports.
## Acceptance criteria
- On schedule, remaining reports become well-formed GitHub issues; processed ones are not
duplicated on the next run.
- A report removed before the run is not published.
## Open questions
- Timezone for "5pm"; target label(s). GitHub token stored as a Worker secret.
## Dependencies
Depends on #34 (storage + anonymization).
