Scope
Decide the label(s) applied to auto-published GitHub issues in JMR-dev/LibreMail (e.g. bug-report, needs-triage).
Decide rate-limit/abuse policy for the ingest endpoint (requests per IP/time window, max payload size) and for the weekly publish job (max issues per run, backoff on GitHub API errors).
Write the decision up (e.g. docs/decisions/labels-and-abuse.md).
Acceptance criteria
A written decision doc exists with concrete numbers/labels that #7 and #14 can implement against.
